Protocol Matters: Deputy Chairman of the AP Legislative Council and Chairman of the Council’s Committee on Privileges Mohammad Jani addressing a press conference in Visakhapatnam on Tuesday.

VISAKHAPATNAM: The Legislative Council is the Upper House and the MLCs rank higher than MLAs in the order of protocol but not all officials are aware of this, said Deputy Chairman of AP Legislative Council and Chairman of Council’s Committee on Privileges Mohammad Jani.

“Officials are not aware of the rights of MLCs and we are receiving complaints from the MLCs that the officials are not following the protocol and on other issues.

Hence there is a need to educate the officials about the privileges and rights of MLCs and review conference are being held at different places in the State for this purpose”, Mr. Jani said at a press conference here on Tuesday after holding a review meeting with the Collectors and Superintendents of Police of Srikakulam, Vizianagaram and Visakhapatnam districts.

Other members of the Committee on Privileges Rudraraju Padma Raju, Ch. Vara Prasad and Chengal Rayudu were also present.

Another MLC M.V.S. Sarma participated in the review meeting.

The officials were told that they must acknowledge and also answer all queries from the MLCs.

In the case of protocol MLCs rank below MPs and above MLAs.

A GO would be issued soon to facilitate MLCs to attend meetings of Zilla Praja Parishads, Municipal Corporations and Municipalities in their areas, Mr. Jani said.

The committee would visit other States to understand the functioning of Legislative Councils. It had already visited Maharashtra.

District Revenue Officer S. Satyanarayana was also present.
