In the Rajya Sabha on April 22, Dr. K.L. Shrimali, Minister for Education, said that the Government were providing the University Grants Commission with all the money it required for effectively fulfilling its objectives. Dr. Shrimali said the “happiest feature” about the functioning of the Commission was that all the three agencies interested in education and welfare of the youth – the Government, the Commission and the universities – had worked “in a spirit of perfect harmony” and all of them had worked together for the improvement of the universities. The Government, he said, was as zealous to guard the autonomy and independence of the universities as the universities themselves. The danger to the interior life of the universities, he added, came less from direct state interference than from “some of the university people themselves, who fail to maintain high standards of integrity consistent with their profession.” Dr. Shrimali said that the academic atmosphere in some of the universities was, unfortunately, being vitiated by teachers, who tried to bring pressure on university bodies to promote their interests or who exploited students “for their own selfish ends.” The Commission or the Government could not remain completely indifferent when the intellectual and moral values for which the university stood were being undermined by the university people themselves.
