‘Administrative processes cumbersome’ Need to strengthen delivery systems at all levels CHANDIGARH: Punjab Governor and Chandigarh Administrator S. F. Rodrigues on Friday called for evolution of an effective mechanism for speedy clearance of development projects and decentralisation of powers. Interacting with the members of the National Administrative Reforms Commission here, Gen. (Retd.) Rodrigues also called for speeding up the process of reforms in governance and administration and strengthening delivery systems by introducing best practices and innovative techniques. He said the administrative processes and procedures were cumbersome and created hurdles in the process of harmonious development. These needed total restructuring and the Administrative Reforms Commission could play a pro-active role in toning up the administrative machinery and strengthening organisational structures of the public service institutions. Gen. Rodrigues disclosed that the Chandgiarh Administration had initiated steps to broaden the scope of public-private partnerships in every sphere of activity. A citizen charter had been prepared by each department and strategies had been developed for effective implementation and monitoring of the programmes. He impressed upon the Commission members the need for speedy clearance of development projects by the Central Government.
