dated April 29, 1958: Civil liberties

Acharya J.B. Kripalani, in his inaugural address to the sixth session of the All-India Civil Liberties Conference in Ambala on April 26, said, “We know by painful experience that ‘power corrupts and absolute power absolutely.’ Therefore there is as great a need for a civil liberties union to-day as ever before.” He said, “I consider civil liberties as the cornerstone of democracy. There can be no democracy without a proper safeguard against state interference with certain fundamental rights of the individual. Democracy does not merely mean putting into state power a set of people or a party for a number of years, through a free vote.” Urging the need for “eternal vigilance which is the price of liberty,” he said, “there should be impartial justice meted out to all irrespective of caste, creed, class, colour and sex.”
