Fair value of land to be notified in July

S. Sarma says draft will be published on May 5.

THIRUVANANTHAPURAM: The government will issue a draft notification fixing fair value of land for registration of documents on May 5, Minister for Registration S. Sarma said here on Tuesday.

Addressing a press conference, the Minister said that the minimum value for land under all survey numbers would be notified in July after allowing two months for complaints on the draft notification.

The notification would help to eliminate under-valuation, corruption and bring about transparency in land deals.

The Revenue Divisional Officers would examine and decide on complaints concurrently after the draft was notified. The notification would be in 30,000 volumes.

Mr. Sarma announced that an amendment to the Registration Act making it mandatory to register sale agreements would be brought during the next session of the Assembly.

This would help to eliminate black money in land deals. The Act would also be amended to prevent transfer of land using bogus documents and alienation of government lands.

The government would be empowered to cancel any registration using false or forged documents. No-objection certificate from the designated authorities would be required for transfer of government land.

He said the sub-registrar did not have the authority to examine the legality of the documents being registered. Hence, the government took the decision to amend the Act. It had already made photos and thumb impressions mandatory in registered documents.

The Registration Department obtained record revenue during the last financial year. The total revenue was Rs.1,872.89 crore against Rs.1,383 crore the previous year.

The computerisation of all offices under the department except three had been completed. Digital printers had been set up for copying of documents at all sub-registrar offices.

Priority was being accorded to construction of buildings for district and sub-registrar offices. A sum of Rs.4.5 crore had been earmarked in the budget for this.

The department would organise adalats at district headquarters every month to redress complaints from the public. Citizens’ charters would be published at all offices of the department in June.
