Mr. Gulzarilal Nanda, Union Planinng Minister, told reporters on April 28 that the Planning Commission had finalised the modifications to the Second Five-Year Plan which were found to be necessary in the existing circumstances and they would be placed before the National Development Council in the first week of May. He emphasised that in the ever-changing context there had to be annual targets for schemes, which might vary according to the conditions that obtained in the country. The country had to make vigorous and sustained efforts to increase food production which was of vital importance.
