Shahjahan said on Friday that works to fix high security registration plates for motor vehicles would come into effect in four or six months. Replying to the debate on demands, he said nine-seat vehicles would be operated in 15 routes in Karaikal region. The government would hold discussions with auto rickshaw associations to regulate the installation of meters, besides finalising issues such as fare, places for auto stands and transportation of school students, he said. “To control the growing vehicular traffic and protect the environment, a long term and short term master plan will be evolved by a reputed consultant. As a means to reduce increasing traffic, the transport department is taking steps to bring about a Mass Rapid Transport System with a suitable mode of transport. The plan would be prepared in six months,” Mr. Shahjahan said. Issuance of learner’s license and payment of tax through a selected reputed company, use of smart card technology to issue driving license and registration certificate book and establishing a transport customer care service on Public-Private Partnership (PPP) mode would be implemented this year, he said. As a step to provide immediate bus facilities in Puducherry and Karaikal, the Minister said temporary permits would be issued. With regard to inter-State permit for autorickshaws, he said the government had submitted its proposal and discussions would be held with the Tamil Nadu government, he added. Deep sea fishingTo implement deep sea fishing scheme, the government would take immediate steps to select an appropriate place and set up berthing and storage facility on PPP mode, Mr. Shahjahan said. Among other schemes, he said the government would distribute life jackets to fishermen, provide relief for 45-day ban on fishing on time and distribute identity cards for fishermen soon. Chief Minister N. Rangasamy said the government was awaiting a loan of Rs. 270 crore from the World Bank for constructing houses for the tsunami-affected fishermen.
