CHANDIGARH: The State Election Commission in Punjab has appointed 22 IAS and seven Punjab Civil Services (PCS) officers as observers to conduct free and fair general elections for zila parishads and panchayat samitis on May 12. The observers have been asked to take charge in their respective districts. Instructions have been issued to the district administrations to publish their residential address, telephone numbers and mobile phone numbers in newspapers and also broadcast the details on radio and TV for public information, an official spokesman said here on Friday.
