PUDUCHERRY: Chief Minister N. Rangasamy said on Friday that works sanctioned under the MLA’s Local Area Development Fund could be carried out with the approval of the department director and need not be presented in the municipality or commune panchayat council meetings. Replying to the debate on demands, he said there was delay in commencement of works if the projects were presented in council meetings. “The government has already provided vehicle facilities for chairpersons of the municipalities. Similarly, chairpersons of commune panchayats will be provided with vehicles,” he said. Following cell phone allowance for chairpersons of municipalities and commune panchayats, councillors of municipalities and commune panchayats, presidents of village panchayats would receive allowance of actual charges or Rs. 500 a month, whichever was less, he added. The government has revised the existing conveyance allowance for elected representatives of local bodies. In Municipalities, the vice-chairperson would receive Rs. 4,000 a month as opposed to the existing allowance of Rs. 3,000, while members would get Rs. 3,000. The vice-chairperson of commune panchayats would get an allowance of Rs. 3,000 and members would receive Rs. 2,000, he said. Councillors of municipalities and commune panchayats would be allowed to use a private building as their office and a monthly rent allowance of Rs. 500 would be given, he added. “An integrated solid waste management project has been prepared at Rs. 47 crore and will be implemented in Puducherry and Oulgaret Municipalities. It is proposed to invite global tenders to select firms to implement the project,” Mr. Rangasamy said. Members of self-help groups would be engaged through village panchayats to carry out cleaning works in rural areas, he said. A common engineering service for municipalities and commune panchayats and district planning cell would be constituted. “Under the Tank Rehabilitation Scheme, the period of lease for lakes/tanks to the Water Users’ Association will be further extended and the income derived from the respective lake/tank will be shared in the ratio of 50:50 between the commune panchayat and association,” he said. He said the government would consider a training programme for all community members as temple ‘archakas’.
