It will be headed by an IAS official Most of the posts have been outsourced GULBARGA: The State Government has decided to create a directorate for National Rural Employment Guarantee Scheme (NREGS) for the effective implementation of the scheme that guarantees a minimum of 100 days’ employment in rural areas. Fool-proofOfficial sources told The Hindu here on Saturday that the reason for the creation of a directorate was to put in place a fool-proof mechanism to implement various programmes under NREGS. The sources said that the proposed directorate would be headed by an official of IAS cadre and it would have staff at the State, district, taluk, and gram panchayat levels. The directorate would have two joint directors on deputation from the Rural Development and Panchayat Raj, Pubic Works, Agriculture, Watershed, Forest and other departments, and four assistant directors, they said. The Government had decided to outsource posts such as district programme officer who would head the district team of the directorate, data entry operator, computer assistant at the taluk panchayat-level and technical assistant at the gram panchayat-level. The decision to outsource certain key posts would generate employment for the unemployed youth. As many as 3,021 posts of technical assistant at the gram panchayat-level with a qualification of diploma in civil engineering, or agriculture or horticulture with computer knowledge had been outsourced, the sources said. Similarly, 176 posts of computer assistant at the taluk panchayat-level had been outsourced, the sources said. Apart from this, 29 posts of district programme executive with a qualification of MBA or BE civil with computer knowledge had been outsourced along with 29 data entry operators.
