Children’s commission sought

PUDUCHERRY: A plea was made in the Assembly on Monday to set up a Children’s Commission and provide special focus on street children.

Participating in the debate on demands for Social Welfare, Public Works Department, Tourism and Cooperatives, R. Viswanathan (Communist Party of India) said the Central government was insisting on setting up of a children’s commission. The UT government should undertake a study on street children, he said.

“The Social Welfare department should be renamed as Department of Social Justice and Empowerment,” he said, adding that a separate school for children with learning disabilities be set up.

Apart from this, he asked the government to declare transgenders as the third gender and constitute a separate wing for backward classes and minorities. An enumeration of minorities’ population should be undertaken, he demanded.

Mr. Viswanathan also said the government should look into the functioning of non-government organisations. Timely distribution of pension for disabled persons and widows, setting up of more women hostels and fund allocation for distribution of colour televisions were also put forward.

He said elections should be conducted to cooperative societies. According to rules, committees ought to be formed for purchasing lands. But this was not followed in several cooperative societies, he added.

Dravida Munnetra Kazhagam MLA R. Siva said several works under the Public Works Department had been stopped owing to lack of funds. For big schemes, the government should allot separate funds and not utilise the PWD funds, he pointed out.

Among other things, he demanded the filling up of several vacant posts and cell phone allowance for assistant and junior engineers.

A. Marimuthu (Independent) said the marriage assistance and educational assistance should be increased. A separate commission for Adi Dravidar welfare should be set up, he added.
