Bill on afforestation programme introduced

NEW DELHI: The government on Monday introduced in the Lok Sabha a Bill that seeks to establish a statutory fund and a Management Authority to undertake a massive afforestation programme.

Piloting the Bill, Minister of State for Environment and Forests S. Reghupathy said the Management Authority would be responsible for administering the programme called “Green India.”

Watershed development

It would oversee watershed development and forest conservation works and ensure transparency in the Green India, besides mobilising the support of citizens.

It would also utilise financial resources, partly provided under the fund and mobilise resources from the market. The Compensatory Afforestation Fund Bill, 2008, empowers the Authority to invest its funds in government securities and scheduled banks. It also envisages adopting a principle of allocation to States and Union Territories based on the share they contribute.
