For once, local bodies seem to have realised that it pays to be prepared. The pre-monsoon cleaning programme initiated by the Local Self-government Department has unleashed a flurry of activity across the State. The re-emergence of infectious diseases last year and the warning by public health experts that the State was highly prone to outbreak of epidemics have lent urgency to the drive. After the initial hiccups, local bodies have drawn up an intensive programme primarily aimed at vector control and sanitation. In the run-up to the actual programme, an awareness campaign has been launched to ensure public participation. The funds sanctioned under the National Rural Health Mission have come in handy for the programme. The only thing that remains to be seen is how far the planning translates into action. T. Nandakumar
