Plea to curb increasing menace of car thefts and crime due to lack of proper number plates ‘Scheme was introduced in 2001 but still not implemented by the Centre and the States’ New Delhi: The Supreme Court on Thursday asked the Centre, the States and the Union Territories to work out the modalities in six months for the implementation of Centre’s decision to make it mandatory for all vehicles to have high security registration plates. A Bench of Justice Arijit Pasayat, Justice C.K. Thakker and Justice L.S. Panta gave this direction on a petition filed by Maninderjit Singh Bitta seeking timely implementation of the government’s 2001 decision. The Bench agreed with the contentions of the petitioner and directed implementation of the scheme in six months. The petitioner had submitted that the underlying object of the high security registration plates was to curb the increasing menace of car thefts and their use in commission of crimes like rape, murder, dacoity, kidnapping, etc., and the system was devised to ensure public safety. He contended that despite the scheme having been introduced in 2001, it was yet to be implemented by the Centre and the States even after numerous extensions of time frame. He wanted the scheme to be enforced without diluting the standards of the high security number plates, specially the requirement of chromium-based holograms.
