dated May 13, 1958 : Ban on nuclear tests

Mr. Nikita Khurushchev has told President Eisenhower that Russia, despite “serious doubts”, is ready to open immediate studies by Eastern and Western experts on how to detect violations of an agreement to end nuclear tests. In a message handed in at the State Department on May 10 and published by Tass on May 11, the Soviet Premier expressed regret at the fact that Mr. Eisenhower’s message did not answer a previous Soviet appeal about ending nuclear tests, and that the Untied States and Britain had both held nuclear bomb tests in the last few days.
