NEW DELHI: A faculty member of Delhi University’s Hindi Department has claimed that “illegal procedures” in “total violation” of the University norms were adopted for selection of Ph.D. candidates last year. A Reader in the Department, Prem Singh told reporters that he had written to Vice-Chancellor Deepak Pental and Chairman of the Board of Research Studies for the Humanities, N. K. Chadha, alleging that the Department had received several applications for Ph.D. from students registered for M.Phil programme who had not yet obtained the degree. “Only those candidates holding M.Phil. degree are eligible for applying for admission to Ph.D. However, several applications were received by the Hindi Department from ineligible candidates without a M.Phil. degree. The then Head of the Department, Ramesh Gautam, kept postponing the interviews for selection. The result of the M.Phil. examination was declared around July 20 and immediately thereafter the Head fixed the interviews for selection of candidates for the Ph.D. degree on July 30 and 31,” claimed Dr. Singh in his communication to Prof. Pental. “It does not appear to be a matter of mere coincidence that even though around 80 candidates were called for the interview, 31 were selected. Of this, 15 were those applicants who were not eligible on the last date of submitting the applications, that is March 19, 2007, since as per the University’s ordinance they did not possess an M.Phil. degree. Even candidates whose M.Phil. result had not been declared by July 30 were called for the interview for admission to Ph.D.,” he alleged at a press conference. Dr. Singh also wrote to President Pratibha Patil, Visitor of the University, to cancel the “illegal registrations” as these 15 candidates were selected “at the cost of available eligible candidates”.
