Dugwell recharge scheme for Karur

KARUR: A dugwell recharge scheme, sponsored by the National Bank for Agriculture and Rural Development (NABARD), is to be implemented in four panchayat unions of Karur district. Farmers should make use of the scheme to enrich their wells, Collector T.N. Venkatesh said here recently.

Speaking after inaugurating a NABARD workshop on the scheme called “Artificial recharge of ground water through dugwells in hard rock areas”, Mr. Venkatesh said that the immensely useful scheme would be implemented in Thanthoni, Krishnarayapuram, Aravakurichi and Kadavur blocks of Karur district.

Enumeration of wells in farmlands had been undertaken in those areas. Under the scheme, recharge pits would be formed beside the dug wells. For small and marginal farmers, a sum of Rs. 4,000 would be extended as subsidy while for others Rs. 2,000 would be given as subsidy while the balance amount would be extended as loan from the nearest bank branches.

The aim of the scheme was to protect the dugwells, which alone would qualify under the recharge scheme.

Borewells were exempted from the scheme, he added.

At the district level, the NABARD has arranged the awareness programme while other agencies would be pressed into service at the panchayat union level to take the message to all farmers in the target areas. The scheme should be a successful joint venture by the government agencies and the beneficiary farmers, he added.

Welcoming the participants, NABARD District Development Manager P.R. Srinivasan explained the objectives of the scheme. The scheme is to be implemented in semi-critical, critical and over-exploited blocks in the states of Tamil Nadu, Andhra Pradesh, Karnataka, Madhya Pradesh, Maharashtra and Rajasthan.

Funds have been set apart for capacity building, conduct of awareness programmes, monitoring, knowledge transfer, strengthening of institutional mechanisms and other related activities, Mr. Srinivasan said.

While Public Works Department (Groundwater Division) will be the nodal agency to implement, monitor and assess the impact of the scheme, NABARD has been entrusted with the task of funding. Action had been launched to identify farmer beneficiaries in the target blocks, he added.

Joint Director of Agriculture R. Durairaj, Executive Engineer, PWD (Ground Water Division) Mothi Lal, Lead District Manager K. Chandrasekaran, Karur RDO R. Seethalakshmi and others spoke on the occasion. A large number of farmers, representatives of non-governmental organisations and others participated.
