MCD asked to refrain from sealing of household units

Chairman Vijender Gupta’s directive to Commissioner

NEW DELHI: Municipal Corporation of Delhi Standing Committee chairman Vijender Gupta on Wednesday directed the Municipal Commissioner to refrain from carrying out sealing operations against household/service industries situated in the Capital’s residential areas and village “abadi” areas, irrespective of whether these were on notified mixed land use roads. Mr. Gupta said: “A large number of complaints are being received that sealing teams are harassing the owners of household industries situated in residential areas. However, the Master Plan for Delhi – 2021 states that ‘household industrial units shall be allowed on any floor to the extent of 50 per cent of permissible floor areas of dwelling unit’. In view of this provision, 112 household industries are allowed on any floor of residential building irrespective of the fact if they are situated on notified mixed use roads or not.”

The important household industries that would be included in this provision are agarbatti, ayurvedic/ homoeopathic/unani medicines, assembly and repair of electronic goods, atta chakkis, biscuits, cakes, book binding, coir and jute products and computer software.

“Blacksmiths, cane and bamboo products, dari carpets and sari weaving, ice cream and water cooling by refrigeration and wood works would also be included in the list,” said Mr. Gupta.

The Chairman further informed that various trades allowed under the DMC Act were also permissible under the Master Plan for Delhi-2021. “These trades are other than 24 trades allowed by the Supreme Court. The owners of these trades are harassed due to delay in issue of licence by the MCD as they are unable to obtain no-objection certificate from the Delhi Pollution Control Committee. To save such traders from undue harassment, the requirement of obtaining NOC should be done away with,” he added.
