Thiruvananthapuram: The Labour Commissioner has stopped the construction of a factory building for English India Clays Limited (EICL) at Thonnakkal, near here, on charges of alleged violation of laws regarding registration and licensing of migrant labour. Five migrant workers who were injured following the collapse of a concrete slab on Monday night were shifted to hospital on the basis of directives issued by the District Labour Officer A.Alexander. Labour department officials led by Commissioner K.S.Premachandra Kurup who visited the site on Thursday found 250 to 300 labourers housed in inhuman conditions. Neither the company management nor the Tamil Nadu- based work contractors had applied for registration or licence. Mr.Kurup issued notice to the EICL management granting time till Saturday to improve the conditions in the camp. Mr. Alexander said the contractors and the factory management had failed to produce records of the workers. “No registers were maintained. They had not even applied for the mandatory registration under the Interstate Migrant Workmen Act. We have given them time till Saturday.”
