‘Only Congress can provide stable government’ BJP has no plans for State’s development: former Chief Minister HUBLI: Chairman of the Administrative Reforms Commission M. Veerappa Moily has said that a report on framing a new legislation to combat terrorism will be submitted to the Union Government within next 25 days. Addressing presspersons at the Rotary English Medium School here on Friday, Mr. Moily said the proposal would include guidelines to check any misuse of the law for political reasons. He said that the Prevention of Terrorism Act (POTA) had the scope for including communal violence cases under its purview, which would be removed in the new legislation. To a query, he said it was wrong to believe that POTA was the only solution for combating terrorism. There were 40 incidents of terror when POTA was in force, he said. Mr. Moily said the Bharatiya Janata Party had no moral right to speak about terrorism, as the NDA regime had failed to take steps to combat terrorism. “The BJP is making terrorism an election issue. It has no plan for development in the State,” he said. He said that only Congress could provide a stable government in the State. Meanwhile, returning officer Ajay Nagabushan submitted a report to district electoral officer on the violation of the model code of conduct allegedly by Mr. Moily. Mr. Moily had conducted a press conference in Rotary English Medium School, a polling booth.
