TIRUVARUR: The Union Government’s Artificial Recharge of Ground Water through Dugwells scheme would be implemented in four blocks in Tiruvarur district. Under the scheme, to be implemented in semi critical, critical and over-exploited blocks of 7 States, all categories of farmers will benefit through a subsidy of 50 to 100 per cent up to a maximum of Rs.4,000 for construction of small and affordable recharge structures. This was disclosed by M. Chandrasekaran, District Collector at the District Level Workshop organised by NABARD at Tiruvarur. In Tiruvarur district, the scheme would cover the four blocks of Kodavasal, Nannilam, Needamangalam and Valangaiman. Inaugurating the Workshop, which had participation from representatives of government departments, bankers, NGOs, farmers associations and individual farmers, Chandrasekaran said that the necessity for recharging of ground water was of prime importance, given the situation existing at present resulting in over exploitation of ground water. He called upon all the stakeholders to take initiatives for giving wide publicity to the scheme. A District Level Implementation and Monitoring Committee would be set up under the chairmanship of District Collector for identification of the beneficiaries. Earlier welcoming the participants, V.A. Raghavan, District Development Manager, NABARD, explained the salient features of the scheme and also made a presentation of the Gujarat Model showcasing the success stories in the State which prompted the Central Government to extend the scheme to 7 other states, including Tamil Nadu. He called for the coordinated efforts for successful implementation of the scheme. Unlike the other subsidy linked schemes, a subsidy of Rs.2,000 or Rs.4,000 under the Scheme would be directly credited to the Savings Bank Accounts of beneficiaries in advance by NABARD. V. Shanmugam, Executive Engineer, Public Works Department, Ground Water Department, Thanjavur, explained the technical aspects of the scheme and also offered clarifications on the various issues raised by farmers and government officials. T. Ramadoss, Lead District Manager, said that the bankers have an important role to play in the scheme to ensure timely credit of the subsidy amount into the Savings Bank account of the beneficiary farmers. Others who shared their views at the workshop included S.K. Mohammad Ali, Joint Director, Agriculture Department, Manimaran, Chairman, Nannilam Block, Representative of Farmers Associations, Block Development Officers of the 4 blocks where the scheme would be implemented and NGO representatives.
