KOCHI: The State Information Commission has served notice on the State Public Information Officer (SPIO) at the regional transport office, Thrissur, for wilfully withholding information sought under the Right to Information Act. The show-cause notice seeks “why penal action as well as disciplinary proceedings should not be initiated against the SPIO.” The SPIO, M.N. Vincent, faces a penalty of up to Rs.25,000 and departmental disciplinary action. The order comes on an appeal by a Kochi lawyer who had sought details on the vehicle permits issued by the regional transport office as well as the assets of the regional transport officer. The SPIO directed the lawyer to check the records in the presence of senior officials and get the copies of the documents by paying Rs.50 per copy. In the first place, the lawyer had not sought the copies, the commission said. He had merely sought the number of permits issued and related details. According to RTI Act, certified copies of information could only be charged Rs.2 per copy.
