dated May 26, 1958: Constitution of France

The French Government of M. Pierre Pflimlin on May 24 presented to Parliament a far-reaching plan for constitutional reform. On May 27 both Houses of Parliament will be called on to vote for the principle of constitutional reform – and an absolute majority in each House is needed. The main points of the reform plan, designed to give the Government “authority and duration” are: delegation of powers to the Government to legislate by decree, with shorter Parliamentary sessions; the Government can only be overthrown on a “motion of censure” which must designate a successor.
