Russia had previously announced her section of this cut – 300,000 men. These decisions were contained in a communiqué published on May 27 in Moscow after a meeting of the Political Committee of the Warsaw Pact. on May 24. Proposals put to the meeting and contained in the communiqué were made by Mr. Nikita Khrushchev, the Soviet Prime Minister. Among them was the suggestion that three or four Warsaw Pact and NATO countries should take part in a Summit conference. Other points were support for the Soviet proposals for a Summit conference and the Polish plan for an atom-free zone in Central Europe.
