Under the EMS Total Housing Programme

Says 4 lakh people are homeless in the State

“Building rules to be revised further”

Paloli Mohammed Kutty

THIRUVANANTHAPURAM: Minister for Local Self-Government Paloli Mohammed Kutty said here on Saturday that the government targeted construction of 5 lakh houses for the poor in three years under the EMS Total Housing Programme.

Addressing a press conference in connection with the second anniversary of the government, the Minister said that the number of homeless in the State was estimated to be about 4 lakh.

The first priority would be to provide houses to those lacking land and houses. The next priority would be for building houses for those with land. Repair of houses would get third priority.

The Minister said that one to two lakh acres of fallow land was proposed to be brought under cultivation this year through labour societies or the Kudumbasree mission.

The government would provide Rs.1,000 an acre for preparation of the fields besides seeds and fertilizers.

Mr. Mohammed kutty announced that the government proposed to revise the building rules further as part of its move against unauthorised constructions and corruption. National norms would be made applicable for construction of flats.

The Total Sanitation Programme was not a complete success.

So, efforts were under way to bring a permanent solution to the problem of disposal of waste under the Clean Kerala Mission.

He said that the State could win national recognition for implementation of the National Employment Guarantee Programme.

Wages of workers were being credited to their bank accounts and women got control over their wages.
