Single-window: court seeks statement

Kochi: A Division Bench of the Kerala High Court on Monday directed the State government to file a statement as to how the single-window system for admission to merit seats in higher secondary schools was going to work without causing difficulties to the students and the managements.

The Bench comprising Justice J.B. Koshy and Justice P.N. Ravindran issued the directive when appeals filed against a single judge’s interim order came up for hearing on Monday.

While refusing the plea for staying the implementation of the system made by minority and aided school managements and others, the single judge had observed that he did not think that the constitutional rights of the managements concerned were infringed because of the introduction of the system. The right to administer educational institution by the managements was not interfered with.

As per the system, a mode of admission for ensuring transparency had only been provided.

The court adjourned to May 9, the hearing on the appeals.

Vizhinjam project bid

Justice S. Siri Jagan on Monday avoided hearing a writ petition seeking a directive to the State government and the Vizhinjam International Seaport Ltd., to open the technical and financial bids submitted by a Mumbai-based consortium for the construction of the International Deepwater Seaport and Container Transhipment Terminal atVizhinjam.

The judge said that he would not open the financial and technical bids submitted by the Zoom Developers Ltd.

The petition had sought to take steps to award the tender to one of the consortiums which has submitted the most competitive bid.

The petitioner, Zoom Developers Ltd, said the respondents had treated the proposal submitted by the petitioner’s consortium as non-responsive and did not open it.

The petitioner said it had spent about Rs.10 crore for conducting a detailed study/evaluation of the project and submitting the qualification, technical and financial bids.

The State government could have opened the petitioner’s bid to find out whether it was more competitive than the bid submitted by Lanco Consortium.

The petition will now come up for hearing before Justice Thottathil B. Radhakrishnan
