V. Subramanyam Dutt VISAKHAPATNAM: After EAMCET, the next crucial phase comes in the form of counselling for admission into colleges. Elaborating on the counselling process, principal of Government Polytechnic College V. Subramanyam Dutt, who is involved in the counselling procedure, has said that the process is held in five stages -- registration, verification of certificates, counselling, seat allotment and payment of fee. The confusion over the issue of local and non-local candidature seemed to trouble many students. He clarified that there was no reservation for non-locals, as many perceive. Non-local students can only compete for a maximum of 15 per cent of seats along with the local candidates. To put it simply, there cannot be more than 15 per cent of non-local students in any college even if they get the best ranks. It applies to all three regions -- Osmania University, Andhra University and Sri Venkateswara University. Local candidates can also get the seats meant for non-locals by merit. Mr. Dutt said that if a candidate had not studied in AP, but if any of the parents is a resident of AP for at least 10 years, then the candidate will be considered as a non-local and can compete for 15 per cent of the seats. If a candidate has studied in any educational institutions in the State for seven consecutive academic years ending with the academic year in which he appeared for the qualifying examination, he will be regarded as a local candidate in relation to that local area where he has studied for the maximum period out of the said period of seven years. The candidate has to give five final options of courses and colleges from which the seat allotment will be done. If under some circumstances, the seat allotment cannot be done in the five given choices mentioned by the candidate, he/she will be called again for the counselling.
