‘Do not ignore gains of decentralisation’

THIRUVANANTHAPURAM: While criticising the deficiencies of the People’s Plan Campaign, the critics should not ignore the achievements made by the State through decentralisation of powers, Minister for Local Self-Government Paloli Mohammed Kutty has said.

Laying the foundation stone for Swaraj Bhavan, a nine-storey building proposed to house all State-level offices of the Local Administration Department here on Monday, Mr. Kutty said the State had emerged as a trend-setter in decentralisation of powers and the Centre itself had cited it as a model worth emulating. Still, the critics tend to overlook the achievements and criticise the minor deficiencies and make generalisations that the entire experiment is a failure. Seemingly, no one is against the process of decentralisation, but a minuscule minority that is unwilling to part with the powers it had enjoyed for years is spearheading the opposition.

Local Administration Principal Secretary S.M. Vijayanand in his report said it has been proposed to form a common cadre for the department.

Law and Parliamentary Affairs Minister M. Vijayakumar presided. V. Sivankutty, MLA, in his felicitations called for an attitudinal change among the employees. Bringing all offices under one roof alone will not make any difference.
