dated June 4, 1958: Reforms in France

The French National Assembly on June 3 authorised Gen. De Gaulle by 350 votes to 161 to prepare constitutional reforms and sidestep Parliament by submitting them directly to the people in the form of a referendum. The vote came after the General, appointed Prime Minister two days ago, threatened to resign unless he secured the required three-fifths majority for his Reform Bill. The Constitutional Reform Bill authorises the Government to prepare constitutional reforms and submit them to the people by referendum without a vote in Parliament. The Bill goes before the Council of the Republic (Upper House) later on June 3 for completion of Parliamentary action. It is expected to pass that final hurdle without difficulty.
