Kolar ZP CEO is in-charge Deputy Commissioner Kolar Gold Fields SP holds additional charge as Kolar SP KOLAR: The frequent changes in the top echelons of the Revenue and Police departments are said to be adversely affecting administration in Kolar district causing inconvenience to the people. Now the district is without a full-fledged Deputy Commissioner or Superintendent of Police. While officers keep moving in and moving out, the problems of people remain unattended. The lack of interest on the part of IAS and IPS officers in staying in Kolar is said to be one of the reasons for frequent transfers, it was said. As of now, Chief Executive Officer of the Kolar Zilla Panchayat F.R. Jamadar is acting as in-charge Deputy Commissioner and Kolar Gold Fields Superintendent of Police M. Shivkumar has the additional charge of Kolar Superintendent of Police. During the last one-and-a-half year, the district saw a couple of officers at the helm of affairs. While the then Deputy Commissioner Anjum Parvez was transferred as managing director of Rajiv Gandhi Housing Board, G. Ramachandra was appointed to the post. Meanwhile, the then Chief Executive Officer of the zilla panchayat R.R. Pande held the charge of Deputy Commissioner and for some time Assistant Commissioner Subramani was in-charge Deputy Commissioner as the incumbent was away at a training camp. Later, the Election Commission of India transferred Mr. Ramachandra on the charge of dereliction of election duties barely a week before the elections and J. Ravishankar was appointed as the new Deputy Commissioner. After the election process was over, Mr. Ravishankar too was withdrawn from Kolar and Mr. Jamadar was given charge of the post. The story of the Police Department too is not different; both in Kolar and Kolar Gold Fields police district. The Kolar Police Superintendent’s post fell vacant for a long time and Additional Superintendent of Police K. Yellappa was at the helm of affairs till B. Dayanand was posted. The latter served here for a couple of months only as he was promoted and transferred. The vacant post was filled by H.S. Revanna only at the time of elections and he survived for only a week’s time. Seemanthkumar Singh, who succeeded Mr. Revanna during the elections, has been sent back to Bangalore as Deputy Commissioner of Police (Traffic). Now the Kolar Gold Fields Superintendent of Police Shivkumar holds additional charge of Kolar Superintendent of Police. ObjectionAnother problem that is haunting the people is that of the district level officers leaving the headquarters. During a grievance redressal meeting here recently, Principal Secretary, Janaspandana Kosha (Department of Personnel and Administrative Reforms), R. Suresh took serious note of this fact. “About 90 per cent of district level officers of Kolar are not residing at the headquarters and are not available during office hours,” Mr. Suresh noted and said this is causing inconvenience to the people. MLA Varthur Prakash, on Monday, expressed dissatisfaction about some taluk level officials commuting daily from Bangalore. “As the administration set-up remains the same, there would be no adverse effects due to the changes,” says Babanna, Headquarters Assistant to the Deputy Commissioner. However, people say that frequent transfers of top officials result in anarchy. “As the officials at the helm of affairs do not get enough time to understand the problems of the people, they cannot solve them,” Bellumburi Nagarj, a social worker, told The Hindu. “I fought over the issue in the past, but things have remained unchanged,” he regretted.
