Firm defends bid evaluation High Court round-up

Kochi: Vizhinjam International Seaport Limited, a company set up to provide external support infrastructure for the proposed international deepwater seaport and container transhipment terminal at Vizhinjam, has said there is no illegality or arbitrariness in the decision of the bid evaluation committee to treat the tender of Zoom Developers Private Limited as non-responsive/ non-admissible.

This was submitted in a counter-affidavit filed in response to a writ petition filed by Zoom Developers Private Limited against the government decision not to open the financial and technical bids submitted by it. The affidavit said that there was a change in the constituents of the consortium formed by the petitioner company and produced a new agreement to the effect after the opening of the bids. The affidavit said that the change of bidding parties after submission and opening of bids was not permissible.

Seawall construction

Minister for Water Resources N.K. Premachandran in a counter-affidavit said that the seawall construction along Thariyelkadavu, Arattupuzha and Ambalapuzha done by contractor R.Mohandas was of poor quality and he was facing a Vigilance inquiry in this regard. The affidavit was filed in response to a writ petition filed by R. Mohandas seeking a direction to the State government and the Minister to pay him the balance amount.

Police protection

A Bench of Justice K. Balakrishnan Nair and Justice M.C. Harirani adjourned to Friday a police protection petition filed by A.M. Varghese of Thiruvananthapuram who had levelled allegations against Santhosh Madhavan, who is in jail in connection with cheating and sexual exploitation cases. The petitioner claimed that it was he who first raised serious charges against Santhosh. He said that he had been getting threatening calls from those closely associated with Santhosh.
