10,829 polling booths in 70 Delhi Assembly constituencies to cater to 112.1 lakh electors Distribution of electors’ photo identity card to electors to be done after August 1 NEW DELHI: With implementation of the delimitation order, the composition of all Delhi Assembly constituencies has changed with more or less equal number of voters in each of them. While 19 constituencies now cease to exist, an equal number of new ones have been created. Addressing a press conference here on Wednesday, Delhi’s Chief Electoral Officer Satbir Silas Bedi said Burari, Rithala, Mundka, Kirari, Rohini, Vikaspuri, Uttam Nagar, Dwarka, Matiala, Bijwasan, Chhatarpur, Deoli, Sangam Vihar, Greater Kailash, Kondli, Laxmi Nagar, Gokulpur, Mustafabad and New Delhi are the new Delhi Assembly constituencies. Constituencies deletedThe old constituencies which have been deleted from the list are Sarojini Nagar, Gole Market, Minto Road, Hauz Khas, Sahibabad Daulatpur, Vishnu Garden, Hastsal, Nasirpur, Mahipalpur, Saket, Mandawli, Geeta Colony, Nand Nagari, Yamuna Vihar, Bhalswa Jahangirpuri, Paharganj, Kamla Nagar, Ram Nagar and Baljeet Nagar. As per the directions of the Election Commission of India, Dr. Bedi said the exercise for implementation of delimitation order and preparation of photo electoral rolls is at present being conducted in Delhi. She said as required under the Act, the Central Government had on June 6 notified February 19, 2008, as the date for implementation of the delimitation order in Delhi. The electoral rolls are being drawn up now in accordance with the newly delimited Assembly constituencies, she informed. Dr. Bedi said the preparation of photo electoral rolls would ensure fair elections as chances of impersonation would be fully eliminated. She further stated that all booth level officers have been told to complete their assigned responsibilities before the expiry of the prescribed deadlines. About the existence of some anomalies in respect of geographical congruity of enumeration blocks in the newly delimited Assembly constituencies and thus formation of islands in the constituencies, she said the Delimitation Commission had set up a committee to undertake on-the-spot verification of the areas concerned to verify the reported formation of the islands. Following its report, the Commission had corrected its errors through an order issued on May 30 whereby it had excluded some enumeration blocks from one constituency and included them in the other. Dr. Bedi also informed that there are 10,829 polling booths in the 70 Delhi Assembly constituencies to cater to 112.1 lakh electors, of whom 62.6 lakh are male and 49.5 lakh female. The ratio of female electors is thus 791 per 1,000 males. OutsourcedAbout the preparation of photo electoral rolls, which has been outsourced to M/s WEBEL, a Government of West Bengal undertaking, she said work on the process had begun on May 15. As per the schedule, the exercise involving house-to-house verification of working sheet of photo electoral rolls by block level officers and supervisors and taking of photographs of all the non-image electors would be done by June 30. DeadlinesThe incorporation of photographs and other information collected from the field into the electoral roll would be completed by July 31 and distribution of electors’ photo identity card to the electors would be done after August 1, when the draft publication of the photo electoral roll will also be done. Thereafter the period of filing claims and objections on the draft electoral roll will be August 1 to August 16 and the disposal of claims and objections, capturing photographs of the residual electors and preparation of Supplementary I of photo electoral rolls will be done by September 10. The final publication of photo electoral rolls would be completed by September 15, she said.
