Licence to beat

Home Minister Kodiyeri Balakrishnan recently made a candid observation on police behaviour. At a public function recently, he said policemen go blind when they wield lathis in a law and order situation. A veteran of several political agitations, Mr. Balakrishnan said he had been caned by the police several times. Some police officers had saved him from lathi blows. Some others had impassively watched policemen beat him, he recounted.
