No change in the stand that certificates would be issued to SCs, having 1964 as base year, says Collector PUDUCHERRY: The Movement for Social Justice for Scheduled Castes on Thursday said that Puducherry Collector Theva Neethi Dhas had assured the organisation there would be no hassles in the issuance of community certificates to persons belonging to the Scheduled Castes. In a release here, the outfit said that the Collector had assured a delegation comprising its functionaries that there would be no change in the stand that community certificates would be issued to the SCs, having 1964 as the base year. However, care would be taken through a public enquiry to ensure that the interest of those who did not have any record of proof to show that they had been residing in the Union Territory before 1964 was not affected, it added. The Collector had also assured that laminated permanent photo identity cards would be issued to genuine beneficiaries and the eldest person in each family would get the first card, the release said. The card itself would provide the basis for issuance of community certificates to other members of the family, it added. Each taluk would have a six-member enquiry panel headed by the local tahsildar, the release said, adding that the committee would comprise two members belonging to the Origin SCs, two women representatives and a person belonging to the Most Backward Class. All the members would be above 50 years, it said. According to the release, the Collector had also assured the delegation that applications would be called from those who wanted to have permanent community certificates. Lists classifying the applicants as persons having proof, persons who did not have proof, eligible persons and ineligible persons would be publicised. Objections, if any from members, would be examined. Those who felt that they had not received justice could appeal to the Sub-Collector (Revenue), it said, adding that if they were not satisfied, they could appeal to the District Collector. The Collector had also said that those Origin SCs, who had migrated to other States for various reasons and returned to the Union Territory, were also eligible for reservation in employment and education, the release said. Steps would be taken to issue community certificates for migrants within the Union Territory on the basis of their native village, it added. He had also promised to take steps to display signboards cautioning against committing the crime of giving and receiving graft and provide the designated telephone number to pass information about those who demanded bribe, the release issued said.
