dated June 14, 1958: The Graham report

Mr. Allan Noble, Minister of State for Foreign Affairs, said in the House of Commons in London on June 12 in reply to a question that Britain was in consultation both with the Indian and the Pakistan Governments about the situation following the presentation by Dr. Graham of his report on Kashmir. He said: “Clearly, at the appropriate stage, the United Nations Security Council will consider it. The timing is, however, a matter for discussion between the members of the Council and the parties concerned.” The United Kingdom’s representative at the United Nations would be instructed to agree to any proposal for a meeting of the Security Council which was acceptable to both parties.” Mr. Noble said that as had been stated earlier on May 15, “we have always worked for a settlement by agreement between the parties and will continue to give effect to that principle."
