TRAI favours uniform treatment for DTH, IPTV

Recommends amendments in uplinking, downlinking norms

NEW DELHI: The Telecom Regulatory Authority of India (TRAI) has asked the Government to ensure that DTH (direct-to-home television service) and IPTV (Internet-protocol TV) receive similar and uniform treatment so that faster growth of IPTV service could be facilitated.

TRAI, which held discussions with the broadcasters of pay channels regarding the rates and packaging of channels being offered by them for IPTV service, has informed the Ministry of Information and Broadcasting and Department of Telecommunications that broadcasters were ready to move towards uniform pricing for different addressable delivery platforms.

It has noted that some service providers had been experiencing difficulties in getting television channels from the broadcasters at prices on which DTH service providers were getting in line with TRAI’s determination of a-la-carte and bouquet prices on an advisory basis. “A general consensus among broadcasters is to adopt non-discriminatory price regime based on composition of bouquets and pricing of channels on a-la-carte and bouquets basis for IPTV services. The broadcasters have broadly agreed to offer channels on a-la-carte basis and also to offer the same bouquets to the service providers offering IPTV service as are being offered to DTH operators,” the regulatory body said in a statement.

The regulator had already recommended amendments in uplinking / downlinking guidelines to enable the broadcasters to provide signals to all distributors of TV channels including IPTV service providers.

Such steps would facilitate and expedite the conclusion of interconnection agreements among the broadcasters.
