Notice to Puduchery Chief Minister

CHENNAI: Justice T.Sudanthiram of the Madras High Court has ordered notice to the Puducherry Chief Minister, N.Rangasamy, returnable in two weeks, on a revision petition challenging an order of the Chief Judicial Magistrate (CJM), Puducherry.
R.Janakiraman of Puducherry lodged a complaint before the CJM in which he alleged that one V.Kannabiran, Under Secretary in the Department of Personnel and Administrative Reforms, C.S.Khairwal, retired Chief Secretary and the Chief Minister (respondents) made illegal and fraudulent appointments of co-terminus staff in the office of the council of ministers as daily rated employees in violation of the directions of law. Thereby they committed offences including a public servant disobeying law, with intent to cause injury to any person and cheating.
By an order dated April 22 this year, the CJM forwarded the complaint to the Inspector of Police, Grand Bazaar police station, to register a case against Mr.Kannabiran alone. As for the other two respondents, the court said a cognisable offence was not made out against them.
Mr.Janakiraman preferred the present revision petition to modify the CJM’s order by referring the case for investigation against all the accused to the CBI or any other agency not under the control of the respondents.
