Pakistan discloses defence outlay

ISLAMABAD: The Pakistan People’s Party-led government fulfilled one of its promises by disclosing to the country on Tuesday exactly how much money it has allocated to the three armed forces, the first time the figures have been made public since the 1965 war with India.

Raza Rabbani, leader of the Senate, tabled a service-wise break-up of the Rs. 295.19 billion defence budget for 2008-2009 in the Upper House.

He promised the House that the government would provide more details in the next budget.

Tuesday’s disclosures are in keeping with a promise made by the PPP and the Pakistan Muslim League (N) in their 2006 “charter of democracy” to tell the nation more about the defence budget.

The Pakistan Army gets the lion’s share of the outlay with Rs. 128.69 billion, while the Air Force gets Rs. 71 billion, and the Navy Rs. 29.1 billion. Pakistan’s Defence Production Establishment and its allied organisations have got Rs. 66.4 billion.

The practice until now had been to present it as a consolidated total in the budget and to pass it without a debate.

In the 2008-2009 Finance Bill presented last week, the defence allocation was represented under the headings of military defence – Rs. 294.9 billion – and the defence administration, which accounted for the balance.

The defence allocation was further broken down, with Rs. 99 billion earmarked for personnel related expenses. Operating expenses were fixed at Rs. 82.84 billion and the cost of physical assets Rs. 87.63 billion, while the army has Rs. 25.73 billion to spend on civil works.
