An encouragement for sincere staff

Water Resources Department hits upon a novel idea to identify the best employees

BHUBANESWAR: Although the ‘magical embrace’ idea circulated by Sanjay Dutt in the Bollywood flick ‘Munna Bhai MBBS’ is far from being adopted in the Babudom to get the best out of lower cadre employees, Orissa’s Water Resources (WR) Department has, however, hit upon a novel concept to recognise its sincere staff.

For the first time in any government department, photographs of the best chosen group ‘C’ and ‘D’ staff are occupying all important space in the notice board of department’s headquarters here every month. Administrators hope to see a positive vibe in coming days.

“WR is quite a big department. A lot of people are working with sincerity. Rarely does a head of the department know each person of this group. The exercise to identify a person every month will definitely encourage sincere staff,” says WR secretary Arabinda Behera. These employees could be given higher responsibilities, Mr. Behera adds.

A separate five-point-parameters have been set to select the best employees. A committee comprising three joint secretaries is judging the efficiency.

Criteria

For clerks, standards such as punctuality, timely disposal of file, quality of note and draft, follow-up actions and ability to work in a team have been laid down.

Similarly, for Group ‘D’ employees (mostly peons), punctuality is again the foremost criteria. Besides, willingness to work, good and pleasing behaviour and uniform and cleanliness will decide the fate.

“Photographs of two best employees figure in the notice board with description about their strengths every month. We also provide details of their service period,” says Joint Secretary Jayadev Behera, a member of the selection committee. He has said the recognition will definitely motivate the staff to give their best. “We also plan to felicitate them in our annual function,” says Mr. Behera. WR commissioner went a step ahead saying the recognition will be reflected in their performance appraisal notes. Sridhar Mohapatra, a group ‘D’ employee, must have been on cloud nine when he saw the phrase in notice board that read: “The strengths of Mohapatra are punctuality and willingness to take any responsibility. His behaviour with his colleagues and superiors as well as public is very pleasant. He has proved himself to be an asset for the department.”
