The Soviet Union on June 19 announced revolutionary changes in Soviet agriculture by abolishing the systems of compulsory deliveries of grain to the State, and substituting a new pricing system after a meeting of the Central Committee of the Soviet Communist Party. The idea of Mr. Nikita Khrushchev, Soviet Premier, is to give Russia’s 130 million farm workers higher incentives to produce more and cheaper foodstuffs to raise Soviet food standards beyond those of the U.S. and other Western countries.
