dated June 24, 1958 : U.N. fund for economic aid

The outstanding event of 1957 for the United Nations Technical Assistance Board was the decision of the General Assembly to set up a Special Fund. This was the hotly-debated SUNFED (Special United Nations Fund for Economic Development) plan which has been started on a modest scale but which is meant to be the seed of a world-wide distribution of economic aid. The Expanded Programme of Technical Assistance has now reached 35 million dollars but this amount spread over 132 countries and territories does not really meet the needs of the underdeveloped countries. The 1957 report describes the new projects that have been undertaken in Morocco and Tunisia and Thana. In the latter an outstanding economist has been assigned as economic adviser to the Premier and the country’s long-term needs for technical and professional men have been assessed. The object is always to train local men for technical jobs. It is normal to have a local “counterpart” to work with the U.N. technical expert on the job. The U.N. experts do not necessarily come from Western countries nor do trainees necessarily go to study in Western countries. A specialist from Brazil may serve in Turkey while a Turkish expert may go to Afghanistan. An Ethiopian may study medicine in Lebanon while a Yemenite learns banking in Egypt. Some of the schemes cross national frontiers.
