Creamy layer concept must be abolished: Narayanasamy

Says if necessary, Constitution should be amended in this regard

NEYVELI: Union Minister of State for Planning and Parliamentary Affairs V.Narayanasamy has said that if the full benefits of the 27 per cent reservation are to be passed on to the Other Backward Classes (OBC) the creamy layer concept should to be abolished.

He was speaking at a function organised at Neyveli to inaugurate the office building of the NLC Other Backward Class Employees’ Union.

If necessary, he called for amendment to the Constitution to remove the creamy layer concept to enable the OBCs to avail themselves of the full benefits of reservation. In this context, he cited the social justice system propounded by Periyar E.V Ramasamy that brought the poor and the downtrodden to the mainstream.

He said Congress president Sonia Gandhi, Prime Minister Manmohan Singh and Tamil Nadu Chief Minister M.Karuananidhi were putting in their best for the welfare of the marginalised sections.

At present over five lakh people belonging to the backward classes were on the rolls of the public sector undertakings (PSUs).

Mr. Narayanasamy said that profit should not be the only motive of the PSUs but they should also pay attention to the welfare of the employees and their families.

Call to NLC management

He called upon the NLC management to provide suitable jobs and alternate sites the land-givers.

He said since the NLC was a profit-making organisation its educational institutions must dispense with collection of fees from students.

Mr. Narayanasamy gave an assurance that he would take up the NLC employees’ issues with the Union Minister of State for Coal Santosh Bagrodia.

E.M.Sudarsana Nachiappan, MP and chairman of the Parliamentary Standing Committee, called upon all the PSUs to strictly adhere to the quota norms.

Officials cautioned

Mr. Sudarsana Nachiappan cautioned the officials against making false claims about filling the quota or who did not advertise the vacancies. M.Ramadass, MP, T.Velmurugan, MLA, and V.N.Purushothaman and S.Radhakrishnan, president and general secretary of the union, participated in the function.
