The suspension of the Constitution and imposition of direct rule was decided upon on the recommendation made by the Provincial Governor, Mr. Sultanuddin Ahmed, who sent in his report telegraphically. An official announcement said: “On the recommendation of the Governor of East Pakistan, the Central Government has advised the President to issue a proclamation under Article 193 of the Constitution.” Official sources said the Cabinet also decided to authorise the Governor to certify the budget for a period of three months from June 30 next.
