A blessing in disguise

The civic authorities are lucky so far as the monsoon has not been strong since its advent this season.

There are many canals to be cleaned and in the case of most of the canals that were cleaned, the sludge is lying right outside the canals, waiting to get into the canals again when heavy rains hit the city. There is a lot of talk about the people not depending on government agencies to do everything, but there are some things that the civic bodies have to do.

They have to lead from the front in keeping the city clean. The civic bodies can be strict in imposing fines only when they themselves are efficient.
