MLCs have poor knowledge of their privileges: Md. Jani

Privileges panel to hold awareness meetings for officials

Repeated violations will put panel’s identity in crisis, it is felt


Kakinada: Andhra Pradesh Legislative Council Privileges Committee Chairman Md. Jani has regretted that many Members of Legislative Council (MLC) have poor knowledge of their privileges. Even bureaucrats are not aware that MLCs have to be treated on par with their counterparts in the Assembly in adhering to protocol at meetings organised by the government and local bodies.

The committee, therefore, is conducting awareness meetings for government officials to enable them to follow rules pertaining to privileges of MLCs.

Addressing a press conference here on Saturday, Mr. Jani said that the names of MLCs should figure above those of MLAs in the list of invitees for government/local bodies’ meetings and violations in this regard were punishable under the law.

“Though things have mostly been in compliance with rules in the last one year of the committee’s existence, there are a few complaints of MLCs being deprived of their privileges largely due to ignorance of officials concerned.

Such lapses are being corrected but the situation cannot continue in such a manner as repeated violations would put he committee’s identity in crisis,” he said.

Grievances

Mr. Jani said officials concerned should acknowledge receipt of grievances submitted by MLCs and also submit action taken reports to enable them to address people’s issues in their respective areas. There could be no violations as it was a fundamental right of the MLCs, like that of MLAs, to be informed of matters referred by them. However, in the absence of proper knowledge of these administrative aspects, this particular rule was not being followed on most occasions.

Earlier, the committee held a review meeting with Collector Gopalakrishna Dwivedi, Superintendent of Police Y. Nagi Reddy and other district officials. They were apprised of the extent to and manner in which the Constitutional privileges were being extended to MLCs in East Godavari district.

The committee sent away a team of officials from West Godavari district due to failure of the Collector, the Joint Collector and the SP of that district to attend the meeting. They were asked to meet the committee separately on July 8 to report on the stated topics.

Committee members G. Venkataramana Reddy, R. Padmaraju, B. Chengala Rayudu, M.V.S. Sarma, Puvvada Nageswara Rao and R. Venkatrami Reddy were present.
