Noisy scenes at ZP meeting over ‘irregularities’

CHIKMAGALUR: The zilla panchayat meeting here on Saturday witnessed noisy scenes over the alleged irregularities in the implementation of rainwater harvesting and watershed area development schemes.

Cutting across party lines, members criticised the panchayat administration for taking up development schemes when there was no elected government.

The former panchayat president Belli Prakash, who raised the issue, said there was no information on rainwater harvesting and watershed area development programmes in the past five months.

He sought to know whether it was because of administrative lapses or negligence on the part of officials.

Stating that the Centre had granted funds for water projects, he said that an action plan for the approval of the panchayat had not been prepared. Radha Sundaresh, member, said that elected representatives should be consulted before the implementation of development schemes.

Bhagwan, member, questioned the propriety of installing a rainwater harvesting system at a cost of Rs. 50,000 in a government school at Katthe Gollarahatti when it had only 11 children.

C.T. Ravi, MLA, criticised Chief Executive Officer K. Sundar Naik for stating in a public function that funds had been wasted by implementing the two schemes.

Suspecting that irregularities had taken place in the implementation of the two schemes, he said that a committee should be formed to probe the alleged irregularities.

H.M. Satish, D.N. Jeevaraj and K.M. Krishnamurthy spoke.

The Opposition members criticised panchayat president Chandramma Manjunath for abruptly adjourning the previous meeting and walking out. They said that she had insulted the members by doing so.
