Court staff can apply for vacancies of Civil Judge

Decision taken at Full Court meetings

MADURAI: Judges of the Madras High Court have decided in principle to permit High Court as well as district court staff across the State to apply for 201 vacancies of Civil Judge.

In the Full Court meetings held at the Principal Seat in Chennai as well as the Madurai Bench, it was also decided to amend the Tamil Nadu State Judicial (Cadre and Recruitment) Services Rules to enable the staff to participate in the ongoing recruitment process.

According to highly placed sources, the Full Court chaired by Chief Justice A.K. Ganguly in Chennai and Justice Elipe Dharma Rao in Madurai also laid down the eligibility criteria for applying for the posts. The norms would apply to all court staff irrespective of their cadre.

Applicants must have acquired a law degree with the permission of the Head of the Department in their workplace. It should have been approved by the Bar Council of Tamil Nadu and Puducherry. The maximum age limit has been fixed at 40 years for general category and 45 for reserved category.

The decision would be conveyed soon to the State government for issuing a gazette notification amending the Judicial Service Rules. Thereafter, the Tamil Nadu Public Service Commission would be asked to issue a revised recruitment notification inviting applications from court staff.

The TNPSC notification, issued on May 10, called for applications only from practising advocates, pleaders, Assistant Public Prosecutors and fresh law graduates. The Madras High Court Staff Association filed a writ petition before the Principal Seat in Chennai seeking to consider them for the posts.

A Division Bench, comprising Justice K. Venkataraman and M. Sathyanarayanan, passed an interim direction permitting the court staff to write the written examination scheduled for August 2 and 3.

However, the association did not pursue the case and preferred to put forth its grievance before the administrative side of the High Court.
