dated July 1, 1958: East-West talks

Soviet delegates arrived in Geneva on June 29 for the East-West nuclear conference but refused to say whether they will attend the talks. Soviet participation in the talks in which experts have the task of finding means of detecting nuclear tests, has been in doubt for almost a week. One usually well-informed Western source in Geneva said that a new Soviet aide memoire to the United States had given encouragement that the Communists would come.
