Management quota: court directs changes to G.O. 61

HYDERABAD: The controversy regarding the filling of management quota seats in private professional colleges in the State took another turn on Tuesday with the interim orders of the Division Bench of the High Court directing every one to follow G.O. No 53 while implementing the spirit and observations of the judgment of another Bench which had laid down strict procedures in terms of transparency and accountability.

A Division Bench of the High Court comprising Chief Justice A.R. Dave and Justice R. Subhash Reddy on Tuesday was dealing with writ appeals filed by the managements of private, unaided engineering colleges. The managements had challenged the new G.O. 61 on the ground that it goes beyond the statutory rules and the freedom of managements regarding management quota as indicated by the Supreme Court.

The G.O. 61 issued on May 13, 2008 says that the competent authority would notify the management quota seats available in each college and fix the whole schedule. The APSCHE had the authority to oversee the admission process and intervene if necessary.

Court directive

Special Correspondent adds: The A.P. State Council of Higher Education Chairman K.C. Reddy said that the Division Bench had not struck down G.O. 61, but only commented on a clause that gives power to the APSCHE to issue common notification.

He said, “except for issuing individual notifications, colleges have to follow all other guidelines given in the G.O. 61.” The Council would start the admission once the judgement copy is received.
