Existing 210 ITIs and 48 branch ITIs owned by the government are in a state of decay Grant Thornton India Private Limited has been appointed to conduct a study LUCKNOW: In a departure from the past, private players will be roped in to set up 250 new industrial training institutes (ITIs) in 638 un-served or backward blocks of Uttar Pradesh on the basis of public-private partnership (PPP). The private players will also upgrade the 125 existing industrial training institutes owned by the State Government. Resource baseWith the PPP model adopted by the Bahujan Samaj Party Government as a mantra for developing industrial skills and opening up more job opportunities for the unemployed youth in U.P., the industrial training institutes have served as a resource base for the youth belonging to the lower rung of society to take up jobs as welders, fitters or mechanics in factories. Over the years the existing 210 ITIs and 48 branch ITIs owned by the U.P. Government were in a state of decay largely on account of paucity of funds. The move to rope in private players is aimed at serving a twin purpose --- ensuring development of the ITIs and also to create job opportunities in the private sector. According to the Assistant Director in the State Directorate of Training and Employment, Rahul Dev, a consultant, Grant Thornton India Private Limited, has been appointed by the State Government to conduct a study and submit a feasibility report soon. Under the proposal, land would be allotted to the private developers with the State Government playing the role of a facilitator. Apart from the 258 government-owned training institutes, there are 236 private industrial training institutes in the State. The Employment and Training official said private players would also be roped in developing the 25 existing ITI including the ones in Lucknow, Meerut, Kanpur, Agra, Bareilly, Varanasi and Allahabad as centres of excellence on the PPP model. This is a World Bank-aided project and already Rs.2.5 crore has been released by the Government of India for each ITI in the 2008-09 financial year, he said. Management panelAccordingly, an industrial management committee (IMC) would be constituted whose chairperson will be a leading industrialist not necessarily belonging to Uttar Pradesh. The IMC will be an 11-member panel with five members from industry and six from the government. It would be registered as a society. The IMC would be given 20 per cent admission rights.
